Student Thinking

It is always a struggle to know exactly when kids are ready for specific content. With strengthened rigor being implemented, when are we going to address the real issue that if kids don't have things mastered it doesn't do any good to move them on to the next rigorous topic. How do you all feel about throwing out the federal/state/district level curriculum pacing schedules and planning lessons based on how students are thinking?
